    Brad Briner

    Brad Briner is running for State Treasurer to address problems and improve the financial performance and soundness of the state pension plans and the State Health Plan for our state employees and retirees.

    Brad has been a part of the oversight of financial operations of the state for several years now through his service on the Debt Affordability Advisory Committee to the State Treasurer, and he's proud of North Carolina's AAA bond rating and prudent financial management.

    As treasurer, Brad would aim to continue managing the financial operations of the state as they have been by the current Treasurer. The state pension plans, though, have failed to meet their target investment return of 7% for over 20 years, instead delivering only a 6.2% annualized return. While a 0.8% annual shortfall in investment returns may not sound like a meaningful amount, the pension plans manage over $100 billion, making these shortfalls amount to over $800 million annually. State legislators must appropriate the shortfall out of tax collections to protect North Carolina's AAA credit rating. Every dollar that state legislators appropriate to make up for the pension plan's shortfall in investment returns is a dollar that cannot be returned to taxpayers through tax reductions or spent on other priorities like public safety, our education system, state employee compensation, cost-of-living adjustments for retirees or transportation infrastructure. The goal of these plans is to exceed their required return at the lowest risk possible, but we have recently focused much more on lowering fees and risk rather than delivering necessary returns. Brad's experience managing large investment programs will allow him to solve this problem and deliver the targeted returns without taking on unnecessary risk.

    As Commissioner, Mike has worked with the state legislature to double the number of fraud and abuse investigators in the Department of Insurance. Criminals are now being investigated and prosecuted for gaming the system. Mike knows criminals must be held accountable, so there is a fair playing field for the hard-working men and women of North Carolina.

    WORKING WITH OUR FIRE DEPARTMENTS

    North Carolina’s fire and rescue departments stand on the front line for public safety in our state. Prior to taking office, Commissioner Causey was blown away by the number of local fire departments that had not seen an official inspector, in some cases as long as 25 years. Hundreds of departments were being ignored.
    Commissioner Causey went to the state legislature and requested additional fire department inspectors — then went to work.

    Over the past three years, a backlog of more than 500 department inspections has been cleared – making sure they have up-to-date inspections and certifications. The safety ratings of fire departments directly impact the amount you pay for your homeowner’s insurance. The Department of Insurance’s focus on improving safety ratings of fire departments led to real savings in many communities across North Carolina.

    Steve Troxler

    N.C. Agriculture Commissioner Steve Troxler was raised in the Guilford County community of Browns Summit and has spent his entire career in agriculture as founder, owner and operator of Troxler Farms. Over the years, the family-owned farm has produced tobacco, wheat, vegetables and soybeans.

    Since taking office in 2005, Troxler has focused on developing new markets for N.C. farm products, preserving working farms and protecting the state’s food supply.

    Troxler is a past president of the National Association of State Departments of Agriculture. He also is a former chairman of NASDA’s Food Regulation and Nutrition Committee and was honored with a 2015 NASDA award for his commitment to food safety. He served as president of the Southern Association of State Departments of Agriculture in 2010-2011.

    He also serves on the boards of the N.C. Foundation for Soil and Water Conservation, the Rural Economic Development Center and the N.C. Biotechnology Center. He is a member of numerous organizations, including the N.C. Tobacco Research Commission and the Southern United States Trade Association.

    Honors

    For his work in farming and as a public servant, Commissioner Troxler has been recognized with numerous awards. He was named a 2016 Tobacco Great and received a 2015 Distinguished Alumni Award, both from the N.C. State University College of Agriculture and Life Sciences, and a 2015 Friend of the River Award from the Land of Sky Regional Council. His support of agritourism and several major tourism projects in the state earned him the 2014 Public Service Award from the N.C. Travel Industry Association. Other recent honors include the 2013 Forest Conservationist of the Year Award from the N.C. Wildlife Federation; the 2012 Meritorious Service Award from the N.C. Soybean Producers Association; the 2011 Elliot O. Grosvenor Food Safety Award from the Association of Food and Drug Officials; the Distinguished Service Award from the N.C. Agricultural Foundation; and a leadership award from the Western North Carolina Livestock Center and WNC Communities.

    During his career, Troxler also has been honored with the Conservation Guardian Award of the Guilford County Soil Conservation Service; the Phillip Morris Outstanding Young Tobacco Farmer Award; the Outstanding Young Farmer Award from the North Carolina Jaycees; the N.C. Agricultural Extension Service’s Outstanding Service Award; the Certificate of Merit from the NCSU chapter of Gamma Sigma Delta agricultural honor society; and an Honorary State FFA Degree. His family was named “Tobacco Farm Family of the Year” by the Tobacco Growers Association of North Carolina.

    Education and Family

    Troxler is a 1974 graduate of N.C. State University with a Bachelor of Science degree in conservation and a concentration in environmental studies. He and his wife, Sharon, have two grown sons, two daughters-in-law and five grandchildren. In his spare time, Troxler enjoys restoring antique farm equipment and playing with his dogs, Harley and Dash, both are Cavalier King Charles Spaniels.

    Mark Robinson

    Mark grew up as the 9th of 10 children in Greensboro. His father was an alcoholic who beat his mother. He died when Mark was in the fifth grade, and he was terrified. His father had been the sole provide for their household. Mark remembers sitting on the porch wondering where he'd be in five years. Would he be in a shelter? In foster care? Would he be separated from his brothers and sisters?

    A few days after his father died, his mom's friend came by. She explained that now that her husband was gone, his mother could kick her feet up and relax because the government would take care of everything. But that wasn't his mom. As soon as her friend left, Mark's mom got up and walked over to the local university and got a job as a janitor. She had a fifth-grade education and 5 kids to provide for. She chose to clean up for other kids to provide for her own. She didn't just rise to the challenge, she excelled. She gave a sense of calm and purpose to them. From that point on, they always had what they needed - very little of what they wanted, but always what they needed.

    Marks mother was and always will be his hero. She showed him what strength and perseverance looked like first hand, and taught him that with faith, and hard work, he could achieve anything. 

    Those early years of hardship were just the beginning of his struggles. He and his wife have endured a lot. Mark lost not one, but two jobs due to NAFTA. They lost homes, cars, and were even forced into bankruptcy. He remembers lying awake at night wondering how he was going to pay the bills. But he never forgot what his mother taught him, and they never gave up.

    Together his wife of over 30 years and he persevered and raised two incredible children. No they have two amazing grandkids.

    In 2018 Mark's life changed when he gave a speech to the Greensboro City Council that went viral. A year later he launched his campaign for Lieutenant Governor and when he was elected in 2020 became the first black Lieutenant Governor of North Carolina.

    As Lieutenant Governor Mark has had the privilege to work on a lot of issues, but his main focus has been on education. It is a passion of his, and the reason he ran for Lieutenant Governor. He has been a vocal proponent of parents knowing what their children are being taught. He has supported providing opportunities for all students to have an education that best suits them, whether that's in a private school, charter school, home school, or public school. Mark has championed workforce development programs to give students more opportunities for success after high school, and was even able to secure over $11 million in the state budge for apprenticeship programs. He has also been extremely outspoken about ensuring that our schools are safe for students and teachers.

    There is so much that we need to address in this state and Mark looks forward to sharing his vision throughout the course of his campaign for Governor.

    I am happy to report that at yesterday's district convention, your delegates seized the day by leading a charge on your recent medical freedom resolution as well as helping elect all of our county applicants to national convention seats and national elector positions.

    Carteret GOP Leads the Charge for Individual Medical Freedom

    WASHINGTON, N.C. - A resolution passed the NC Republican Third Congressional District convention body here Saturday, denouncing the involvement of any state or federal governmental authority in the medical decisions of North Carolinians, especially when those decisions pertain to vaccinations and masking.

    In part, the CCGOP resolution stated Carteret Republicans “believe that every adult North Carolinian is free to make their own medical choices,” without “coercion, interference, or discrimination, and with informed consent.”

    The resolution entitled a Resolution for Medical Freedom and Individual Liberty was originally passed at the Carteret County Republican Convention in Morehead City on March 23, and was presented yesterday during the business session of the district convention. The 15-county convention body of more than 180 delegates voted to send this resolution to the NC State GOP resolutions committee for consideration at the state convention in May, carrying the district’s name.

    Dr. Robert Harper of Beaufort helped to craft the resolution with the intent for of our NC General Assembly to stop the sale and distribution of any gene-altering vaccinations until further research and analysis is conducted to indicate the shots are safe for the recipient.

    Additionally, the resolution requires that any recommendations, mandates, or communications provided by the World Health Organization (WHO) not be used as guidance for action in the state of North Carolina.

    Dear Precinct Chairmen and Vice Chairmen,

       On behalf of the Carteret County Republican Party (CCGOP), the Call to Convention is hereby issued. The Carteret County Republican Party Annual Convention will be held on Saturday, march 23, 2024, at the Leon Mann Jr. Enrichment Center. Registration will begin at 9:15 a.m.; the Convention will begin at 10:00 a.m.

       According to Article III Sec. C, of the Carteret County Republican Party Plan of Organization, the following matters will be taken up as business:

    • The seating of allocated delegates to the CCGOP Annual Convention;
    • Election of Delegates/Alternates to the 3rd Congressional District GOP Convention;
    • Election of Delegates/Alternates to the NCGOP State Convention;
    • Adoption of the CCGOP Plan of Organization; and
    • Other business as deemed necessary by the body.

       Precinct members who were duly elected as delegates during the Annual Precinct Meeting on February 17, 2024, and subsequently certified by the CCGOP Credentials Committee will be entitled to one (1) vote for each order of business. Alternates will be seated to fill any vacancy in your precinct's delegation upon approval from the Convention Delegates.

       Those who are credentialed delegates to the County Convention but unable to attend and wish to be nominated for election as a delegate/alternate to the district and/or state conventions must provide the County Chairman their desire in writing prior to the opening of the County Convention. This request should be sent to the following:

       Additional delegate names will not be added after the election during convention business.

       According to Article III, Sec. C.5 of the Carteret County Republican Party Plan of Organization

    “No person shall be seated as a delegate at the County, District, or State Convention unless such person shall
    have been duly elected a delegate at the appropriate precinct meeting or county convention.”

    Marianne S. Waldrop, Col, USMC (ret.), Ph.D.

    Marianne Waldrop comes from a Marine Corps family. After her father retired as a Marine Corps Colonel Infantry officer serving 30 years, he eventually moved the family from Charleston, SC to Emerald Isle, NC in 1980. After graduating from West Carteret High School in 1983, she attended the University of North Carolina-Chapel Hill where she graduated in 1987 with a Bachelor of Arts degree in mathematics, supported by a Naval Reserve Officer Training Corps (Marine Corps option) scholarship.  

    Upon graduation, she was commissioned as a Marine Corps second lieutenant.  In 1989, she became qualified as a signals intelligence officer and received assignments worldwide, including: Camp Lejeune, North Carolina; Misawa, Japan; Tampa, Florida; Camp Pendleton, California; and finally, 3d Marine Aircraft Wing, Miramar, California.  Mid-career, Marianne was selected to attend Naval Postgraduate School in Monterey, California, where she would earn a Master of Science in Computer Science.  After graduation, she served as a project manager for Marine Corps signals intelligence systems.  After this tour, Marianne resigned her commission to work in the information technology industry in San Diego; however, this venture in “corporate America” was short-lived (2 years) due to her recall from the reserves for post-9-11 intelligence operations in support of U.S. Central Command, MacDill Air Force Base, Tampa, Florida. 

    Throughout her career, she led hundreds of Marines in a variety of environments; however, the most challenging were those leadership assignments while deployed in support of four combat operations in Saudi Arabia, Africa, and Iraq.  Marianne’s military career spanned over 24 years, serving from 1987-2011, when she retired in San Diego, California.

    Upon her retirement in 2011, Marianne attended the University of San Diego and earned a Doctor of Philosophy degree in Leadership Studies in May, 2016.  Her research investigated formative experiences and factors influencing highly successful women military leaders.  In over a two-year period, Marianne ultimately completed her dissertation entitled: Understanding Women Leaders in a Male-Dominated Profession:  A Study of the United States Marine Corps’ Women Generals.

    Today she lives in Emerald Isle, NC, where, amongst other things, she serves youth through the Young Marines Program in Swansboro, as an officer in the UNC NROTC Alumni Association, and a member of W.E. Baggs, Sr. VFW Post 9960 in Cedar Point, NC. When she can find some time, she can be found on the beach enjoying shell hunting or on the golf courses in the local area.

    Celeste Cairns

     

    Celeste lives in Emerald Isle, NC with her husband, Rob. She graduated from the University of Georgia with honors, earning a degree in business administration. Celeste began her career as a CPA with Deloitte, a multinational consulting and accounting firm, and then worked in the audit and consulting departments of Willis Corroon Corporation and HCA Healthcare Corporation.

    After many successful years in the private sector, Celeste and her family moved where the U.S. Army sent them. Celeste’s husband, coming from a family with a long history of military service, graduated from the United States Military Academy at West Point and spent the majority of his 20+ years of service as a U.S Army Special Forces Officer (Green Beret). After her husband retired overseas, they remained for several years working for the U.S. Navy in Europe before returning to North Carolina where Rob works for the U.S. Marine Corps at Camp Lejeune.

    Both of their children, Nathaniel and Kathryn, are graduates of East Carolina University. Nathaniel earned a degree in GIS and began a career in law enforcement. Kathryn earned a degree in Exercise Physiology and is working toward becoming a Doctor of Physical Therapy at Hardin-Simmons University. Upon completion of her training, she will commission into the U.S. Army to serve our nation’s wounded warriors.

    Celeste has been an unwavering advocate for the unborn. She served for five years on the Board of Directors of a local Pregnancy Resource Center, and in the past has volunteered as a client advocate and counselor.

    Despite having never run for public office, Celeste was encouraged to enter the Special Election to replace Congressman Walter Jones in early 2019. During the course of the incredibly short campaign, she and her team successfully raised significant contributions and garnered the endorsement of the Club for Growth and the support of her former employer, Deloitte, and several current and former U.S. Congressmen.

    She has been elected to the Executive Committees of the Carteret County GOP, the 3rd District GOP and the State GOP. She has served as the 3rd Vice Chairman of the 3rd District GOP, the Treasurer for the Crystal Coast Republican Women and the Chairman of the Emerald Isle Precinct.  She was elected as an Alternate Delegate to the National GOP Convention and as the Alternate Elector from NC’s 3rd Congressional District during the 2020 Election.

    Celeste is a follower of Christ. She is a member of All Saints Anglican Church in Newport, where she serves on the Finance Committee.

    Celeste is originally from Valdosta, Georgia, where her parents impressed on her the value and importance of faith, hard work, community and family.

Norman and his six brothers and sisters learned the value of a strong work ethic as they worked the family farm through their entire youth. Norman graduated from West Columbus High School and attended North Carolina State University, focusing on Agricultural Education. He later earned a BA in Christian Education from Logos Christian College & Graduate Schools.

    Norman has been a resident of Craven and Pamlico Counties for over 43 years. During those years, the strong work ethic learned in the early years on the family farm inspired him…to become an entrepreneur who has over 20 years of small business experience; meeting a payroll, balancing a budget and making the tough decisions that kept his business thriving.

    In 2010, Norman was elected by the voters of North Carolina House District 3 (Craven and Pamlico Counties) to serve in the NC House of Representatives, defeating a 4-term Democrat incumbent with an impressive 64% of the vote. In 2012, Norm was asked to run for the NC Senate seat being vacated by retiring Senator Jean Preston. Using hard work and a strong grass-roots campaign, he won a three way Republican primary with 51% of the vote and the general election with a 63% majority. As District 1 Senator, he serves on the following committee’s: Appropriations on General Government and Information Technology (Co-Chair), State and Local Government (Co-Chair), Insurance (Vice-Chair), Commerce, Finance, Judicial I, and Workforce and Economic Development. In addition to those assignments, Norman represents the Senate on the NC Tourism Board and serves as Senate co-chair of the NC Legislative Prayer Caucus.

    Norman is a Christian, a Conservative, and a Republican – in that order. He believes in the sanctity of human life and is pleased to have received an endorsement from NC Right to Life. Norman believes in our 2nd Amendment rights and is pleased to have received an endorsement from the NRA. Norman also believes that marriage should be between one man and one woman and worked for the passage of NC’s Defence of Marriage Act. In 2013, he was voted “Most Conservative” Senator by the NC Civitas Institute. Norman has served his community as past president of Full Gospel Business Men’s Fellowship America Crystal Coast Chapter, First Vice Chair of NC’s Third Congressional District, Secretary of the Craven County Republican Men’s Club, member of Pamlico County Committee of 100, member of the Pamlico County Chamber of Commerce and Havelock Chamber of Commerce, and member of Oriental Rotary Club.

    Norman and his wife of 43 years, Linda are the proud parents of daughter Jennifer and husband Frankie Alcock and son Lee and wife Stephanie. They are blessed with 3 grandsons, Caleb, Joel and Addison.

    Tom Murry

    Tom Murry is a husband & father, Army veteran, attorney, state prosecutor, and proven conservative.

    Tom grew up as a preacher's kid and a teacher's kid which instilled the values of faith, family, & hard-work.

    Tom and his wife are the proud parents of 2 teenage girls & a young son.

    Tom has served as an assistant district attorney (prosecutor), and as part of executive leadership at the NC Judicial Branch working with the Chief Justice. He has also worked with small businesses on regulatory issues and insurance claims.

    Tom serves as vice-chair of the North Carolina Bar Association Criminal Justice Section. He has served as an adjunct at Regent University School of Law since 2020.

    Tom serves as a Judge Advocate in the NC Army National Guard. He was deployed to the middle east with an engineer battalion in 2017-18.

    Additionally, from 2019-20, Tom served as a full-time legal assistance attorney helping Soldiers and their family members, as well as military retirees with their legal needs.

    Tom served nearly a decade in elected office at the municipal and legislative levels. As a legislator, Tom was recognized as one of the top 10 most effective members in Raleigh and was the primary sponsor of voter ID legislation and a regulatory reform bill that eliminated over 1400 regulations.

    Valerie Zachary

     

    Judge Valerie J. Zachary hails from Yadkin County and is married to former Representative Lee Zachary. They have three adult daughters and two beautiful grandchildren.​ Judge Zachary has long been an active, contributing member of her local Yadkin County community and the United Methodist Church, serving in many capacities.​

    Judge Zachary received her Juris Doctor cum laude from the Harvard Law School in 1987. In 1984, Judge Zachary graduated from Michigan State University, obtaining her Bachelor of Arts with honors in Multidisciplinary Studies, with concentrations in French, Economics, and Political Science.

    While at Harvard Law School, Judge Zachary was employed as a research assistant by Professor Laurence H. Tribe, assisting in reviewing and revising the second edition of Professor Tribe’s treatise American Constitutional Law. She also critiqued briefs for the Ames Moot Court Competition and served as a member of the Harvard Legal Aid Bureau and the Women’s Law Association.

    Upon graduating from law school in 1987, Judge Zachary joined the litigation team of the Charlotte firm Kennedy Covington Lobdell & Hickman (now K & L Gates). In 1989, Judge Zachary returned to Yadkin County to marry her husband, Lee Zachary, and to join his general practice firm.

    Judge Zachary practiced law for 26 years at Zachary Law Offices in Yadkinville, where she was a partner. In 2015, Governor Pat McCrory appointed Judge Zachary to the North Carolina Court of Appeals. Following a statewide race, North Carolina voters elected Judge Zachary to an eight-year term in 2016. During her time on the court, Judge Zachary has proven to be a conservative judge committed to upholding North Carolina's Constitution.

    Chris Freeman

     

    For the last 17 years Judge Freeman as been honored to serve the people of Rockingham and Caswell Counties as a District Court Judge and Assistant District Attorney. He aims to bring his steadfast commitment to conservative judicial philosophy to the appellate court level, serving all North Carolinians.

    Currently in his third term as a District Court Judge, he has dedicated nearly two decades to public service. Before joining the bench, he served as an Assistant District Attorney for eight years, fighting for justice in our communities.

    In 2013, Judge Freeman took his commitment to serve a step further by joining the United States Air Force. He is a proud to currently serve as a reservist in the JAG Corps, providing legal expertise to our military.

    Community is important to him. He is an active member of Osborne Baptist Church in Eden, NC. He holds board positions with the Betsy Jeff-Penn 4H Center, the Monroeton Volunteer Fire Department, the NWTF Sauratown Chapter, and the United Way of Rockingham County.

    Judge Freeman is a native North Carolinian, born and raised. He attended high school in Asheboro, NC, and later earned a BS in Business Administration from High Point University. He obtained his law degree from Regent University, where he was influenced by the institution's motto: "Christian leadership to change the world."

    Jefferson Griffin

     

    Judge Griffin was born and raised on a farm in Red Oak, North Carolina in Nash County. He was captain of his high school football team at Northern Nash High School. He graduated from the University of North Carolina at Chapel Hill in 2003. After graduating from UNC, Judge Griffin earned his United States Coast Guard Captain’s license and worked as a charter fisherman on the North Carolina coast. 

    In 2008, Judge Griffin graduated from North Carolina Central School of Law. He began practicing law in Kinston, North Carolina. In 2010, Judge Griffin joined the Wake County District Attorney’s Office where he prosecuted cases from infractions to first degree murder. In 2015, Jefferson was appointed by Governor McCrory to be a District Court Judge in Wake County. Judge Griffin was elected to a four-year term in the 2016 general election in Wake County where he served through 2020. Judge Griffin was elected in November 2020 to the North Carolina Court of Appeals in a statewide election. He has authored more than 100 opinions since joining the Court of Appeals.     Judge Griffin is a proud veteran. He serves as a Captain and JAG Officer in the North Carolina Army National Guard. Judge Griffin deployed to the Middle East from 2019 - 2020 with the 30th Armored Brigade Combat Team, known as “Old Hickory”. While deployed, he served in Iraq, Kuwait and Jordan. Judge Griffin is an avid hunter, fisherman and lover of the outdoors. He has served on the Board of Directors of the Raleigh Kiwanis Club and the Wake County Bar Association. Along with his wife Katye and their son Jay, his family are members of Holy Trinity Anglican Church in Raleigh.
